Citizenship trough half sister

Hello guys, i have a question, can my half sister petition me for the american citizenship? Shes 27 years old, im 38 years old, same mother, diferent father.

Just one more thing, do you or someone knows how long i will have to wait before i can go to live there if she petition me now? maybe it´s impossible to know exactly, but at least to have a clue, 1 year, 2 years, 5 years, 10 years?
I´m from Argentina, South America.
Or if someone can point me where i can go to search for the answer...
