My elder mother 70 years old will have her citizenship naturalization interview next Friday.
I have a question will I’ll be able to go with her to her citizenship interview?
Can the immigration officer refuse to let me go with her to her interview session?

You may or may not depends on the DO, some of them like the one in San Diego let you do it with arrangment. I have no idea how does it work but you may be able to go over there or schdule an INFOPASS (my favorit) and ask them.

Like they ask you to swear something.

Normally only representatives are allowed at the interview. Unless you made previous arrangements with the DO they will likely deny you to be present during her interview.

can I fill G-28 form and check #4 to help the applicant with mobility and understanding question?
can I act as her translator?
 
DO is your district office. You can certainly file the G-28 and check box #4, but try to talk to an IO by phone or Infopass before interview to make sure they will allow you to assist.
 
Irrespective of whether USCIS lets you accompany your mother to the interview, they will definitely not let you answer questions on her behalf. Each applicant needs to be able to respond to interview questions in English (unless meeting one of the waiver requirements), and being unable to do so typically results in a "fail" of the English/Civics requirements. Under those conditions, the person will be given a second opportunity to appear for interview at a later date.
 
Thanks to all feedback. my mom file N-648 waiver to be exempt from civic exam,
but I think they still will ask her questions about her N-400 application can I be her translator?
 
Since she has a waiver, you might also be allowed to be her translator for the questions on the N-400 form.

From what I saw when I went for my interview, most people who tried to accompany their family members into the interview rooms were told to wait in the waiting area. However, the exceptions to this rule were for some of the older people who required translators (and who, presumably, were exempt from the English requirements of the interview). I think you will probably be OK if you explain the situation to the IO once your mother's name is called. Even the USCIS doesn't want to hassle 70 year old women...
 
My Mom filed for her N-648 waiver with her N-400, but we don't know if they goanna grant her medical waiver, I think the USCIS will tell us at the interview time. But in case they denied the medical waiver for the civic and english exam I don’t think the immigration officer will be able to communicate with my elder mom because she does not speak English except for a few words like bye and Hi plus she does not understand the american accent at all.
 
Yes, I went with my dad for his citizenship interview. He had a medical waiver and so, I talked on his behalf. Everything was cool. No problem at all. This was 2 yrs back.

Hope you have copies of the physician's meidcal waiver form. It might be an added help.

Did the immigration officer approved you dad’s medical waiver during the interview or he talked to his supervisor (go outside the office to get his approval)? In which city your dad had his interview at and how old is your dad? We live in Chicago.
In case they approve my mother medical waiver do you think they let the son translate the questions or I must bring somebody else to translate to her?

Could you kindly post back your mom's interview experience as to what was asked and cross checked for waiver on english/civics requirement. We are also in process of filing N-400 along with waiver certified by a registered US doctor. Only the gottcha is that this US doctor who certified has not done any extensive tests here. Doctor merely relied on my mom's medical records from India(like MRI, X-Rays etc) - My mom had a brain stroke causing her speech and hand mobility to be partially lost.

I would appreciate your feedback. Thx a lot
