Would India let a stateless individual with no passport enter India if they have PIO or OCI?

To the best of my knowledge, NO. OCI is a visa stamped in your passport, as well as a separate booklet. Booklet has zero value. Visa stamp (OCI is also a visa) is what they look for. And if your passport is canceled or taken away by US, you can not enter ... through regular means. But as they say in India, anything is possible.

Lot of times they give you grief at the airport for not transferring visa from one passport or other ... but eventually they let you in after charging a fee. But with a canceled passport, no one will want to take the risk of letting you in.

The only option will be to get asylum or something similar from MHA (ministry of home affairs) before-hand.
