Citizenship for Minor Child

What options does a 15-yr old child have to get citizenship if the parent cannot apply for her? Parent and child have been citizens for more than 5 years but some circumstances prevent the parent from seeking citizenship just yet.
 
The parents cannot file for citizenship yet because they have been out of the country most of the time, and may not even keep the green card at all.

The child has been living in the US with her older siblings and wants to stay in the US. The siblings were able to file for citizenship because they are over 18 yrs old.

Does she have to wait until she is 18 to file? Can she file as a minor?
 
And the child has a green card? You said parent and child are citizens but I think you wanted to say they are green card holders, is that correct?

I meant the family have been permanent residents for more than 5 years. The older children are already citizens. The parents are not eligible to apply for citizenship because they went back to their country of origin. The youngest child is 15 yrs old but she wants to file for citizenship now. She can get to college before she turns 18 but is afraid she may have limited opportunities for scholarships and grants if she is not a USC.

One has to be 18 years or older to apply for naturalization on his/her own. Are the child's parents currently living in the US or abroad? If parents are not US citizens residents children cannot derive citizenship.

She shouldn't file just because she is afraid of what might or might not be the case.

Perhaps she should research what the situation is. There's very little that's available to citizens and not permanent residents.
