Citizenship denied due to residency and job issues. Now when can I apply?

My citizenship case was denied due to lack of proof of residency before November 2005 and working out of US before Nov. 2005.
I have been a permanent resident since 1995. From Nov. 2005 to November 2008 I will be staying in the United Sates for 36 months. During this period, I just took a trip abroad for 4.5 weeks and that was the only trip I took From Nov. 2005.
Considering having my green card from 1995 and have been staying in the U.S for 36 month (including my 4.5 weeks trip) from Nov. 2005, Can I file for citizenship again at this time? Does my working out of U.S before Nov. 2005 results in denial of my application again? Please advise, Thanks

Once you have broken continuous residence, you have to wait 4 years and 1 day since the end of your last long trip to apply again. Having a green card since 1995 doesn't help. Once broken, your residence clock gets reset even if you have 50 years before the break. So with the 4 year + 1 day rule you can reapply in November 2009.

I heard that being in US for 30 month out of 5 years will give eligibility for citizenship. Is it wrong then? I'm confused

That is enough to satisfy the physical presence requirement, but not necessarily enough for the continuous residence requirement. Working outside the US for a non-US employer and/or very long trips outside the US can break continuous residence, even though you maintained physical presence for 30 months out of 5 years.

What I understand is that I have met the rule of being a permanent resident for at least five years but I failed to have continuous residency of 4year+1day out of it. Right?
If it is true, then Can I still apply three month a head of meeting my continuous residency ( in this case three month before Nov.)?

Thanks you very much Jackolantern . There is only one question left:
During the time I file my application until taking the oath, Can I take trips out of U.S for about 2 to 3 weeks every 6 month or so?
