I am already in USA on H1B and my employer has filed I-140 for me under EB3. Is there a possibility that my brother can file I-130+I-485 for me concurrently?

The employment based visa will PROBABLY be faster. However, having your brother file the I-130 by itself would be a sensible back-up plan, just in case the job prospect fails in the future. H1-B has a "dual intent" status so, you will not be hampered by the I-130 when traveling abroad while in H1-B status.

Do anyone have step by step filling instruction for form I 907 premium processing?

I would like to have some help on filling the I -907 premium processing form to accompany my I-140.
The standard i907 instruction form downloaded on USCIS website, does not provide specific information on what needs to be filled where? specially in section 2, 2 and 4.
thanks

Concurrent I-130 + I-485 filing for siblings has never been allowed since they instituted the 4th preference category, and probably will never be allowed unless they radically change the immigration laws. He'll have to file I-130 without the I-485, and then if you are legally in the US 10 or 11 years later when they cross your PD, you can file I-485 (if outside the US you'd file DS-230 instead).

Please don't highjack other people's threads...BUT, to answer your question, YOU CAN'T FILE AN I-907 or I-140, those are filed by the petitioning employer and if you are a self-petitioner, you should be able to figure it out on your own.
