Changing from J-1 to F-1

Hello ... I hope someone can shed some light on this.

How does one change from J-1 to F-1? My question is concerning the following situation -
- a person is admitted into a five-year grad program in the U.S. (masters/doctorate). The first year of studies is supported by Fulbright funding. The subsequent years are not. Can this person switch from a J-1 to an F-1 visa after s/he is no longer supported by Fulbright funding? How can this be done?

you will have to get I-20 form, and then leave the U.S. and get F-1 visa at the consulate abroad. Then you will enter on F-1 visa and remain in F-1 status.

You cannot change your J-1 status to F-1 without leaving the States, since you are subject to home residency requirement.

Has anyone ever suffered that the visa was denied becuase he/she held a J1 with 2 years home requirenment before?

Hi!

(LucyMO - you were of great help when I posted my earlier questions. Hope you can help this time as well.)

Again, on switching from J1 to F1 - I know that the 2nd page of the DS2019 states that one would not be eligible to change from J1 to any other non-immigrant status in the US. However, am I right to understand that this does NOT restrict one from changing from J1 to F1 by obtaining an I-20 and leaving the US to obtain an F1 visa to return to the US?

HRR does not prevent anybody from getting any non-immigrant visas (except H, L, and K1/3) abroad. It prevents people from changing status in the US.

A minor correction. If you are subject to 2Y HRR you are not eligible for a change of your status, inside the United States, from J to any other nonimmigrant classification except A or G. The A classification includes your home government’s diplomats and representatives to the United States government, and their dependents. The G classification includes your government's representatives to international organizations, such as the United Nations, and their dependents.

There is another tricky point. It’s possible to fulfill 2Y HRR inside USA! “Service at your foreign country's consulate or armed forces in another country (including the United States) for two-years should be enough to meet the requirement.” (http://www.esansar.com/immigration/Nonimmigrant_Visa/J-Visa_Body.htm)
