You can start a business but you should still get the compensation from your H1B sponsoring employer!! Think about this statement. This is as legal as it gets.
Regarding your previous question about B1/b2 to F1 ask the school\'s immigration advisor. It is an easy procedure. If that school does not have an international or immigration advisor, you probably don\'t need a F1
