Change status from J1 to F1 in third country

Hi !!
I am currently holdind a J1 visa and would like to change my visa status to F1 in the third country, like Canada or Mexico. I can not wait for the waiver because my status will be exprised next month. What should I do ? Is that too risky to do that ?
