Change of Status from H1 to H4

Hello Everybody

I am currently on H-1B status and want to apply for H-4 based on my husband's H-1B. My husband H1B visa is valid till Apr-2010.
What is the procedure to apply for H-4 visa when you are in the U.S. ( i am not planning to go out of U.S. and come back)?
I entered on H1B status in US in Nov-2008 and since then I am on bench, hence WITHOUT PAYSTUB.

My Question to you are
a) Can I have COS from H1B to H4 ( based on the Husbands H1B ) staying in the country using I-539 form?

b) Does that require paystubs(which I do not have)? If yes, then what are the alternatives which I have.

c) If one's COS ( based on I-539) is rejected will this effect my chances when i try to get a H4 stamping/visa from my home country.

--------------USCIS CAN ask paystubs to make sure you are on valid H1 status.

You can go out ,get H4 visa stamp and enter on H4 status Or let lawyer file your COS.
