This latest bulletin only fuels the thought that our only hope in this process now is a change in the laws. With congress divided on the immigration reform bill I am not sure if anything can happen this fiscal year (ends Oct 06).
At this point it seems that a lot of visas in the EB3 category will get wasted because they won't be used before Oct 06. The DOS and USCIS is scared of April 01 and the year 01 in general. Although they have very little conrete evidence to go by they are being very conservative in moving the dates and are thereby screwing us over.
The only positive scenario I can think of now is that the USCIS will move dates rapidly in the months leading upto Oct 06 (July-August- Sept) in a mad rush to use up all the left over visas from 06. Who knows.
The worst case scenario I can think of is the system getting flooded by 245i cases and most EB3s getting stuck at April 01 or retrogressing back.
