Certified Birth Certificate?

I think what they basically want it to be notarized. You can bring your original certificate and a copy and go to your bank and most bank can notarize it for free if you have an account with them. Otherwise they should not charge more than $5. Bring your photo ID with you.

In case your bank is not helpful, go to any UPS or kinkos branch and they will notarize it for $5. Bring photo ID in any case.
