Ethiopia was never excluded from dv lottery !
In 2011 they even took 3536 visas.
Now for this year they maxed out in may visa bulletin, so they no more holding the rest of AF back!
In other hand egypt and nigeria are still running, that's why AF has seen a low progress, if and if those two last heavy weight countries will max-out or hit the country limit 7% in august. Than we can see such a jump ( 40k).
