Cannot get non availability of birth certificate for parent

I am in the process of applying for a I-485 for my mother who is currently staying with me. We have not been able to get the non-availability certificate for her as the office in Madurai is not willing to issue the certificate even though we have provided her SSLC certificate and primary school records. We have no relatives/contacts in Madurai and have exhausted all options of obtaining a non-availability certificate.

We do have all the secondary evidence: SSLC certificate, affidavits of birth, school records etc.My birth certificate is also available showing the relationship. Has anyone out there been in a similar situation? Is it possible to obtain a green card without a non-availability certificate for a parent? Has anyone tried legal help?

Your mom's birth certificate or alternate documents are required for I-485 application. YOur birth certificate is required for I-130 to prove parental relationship.

Unfortunately you have no choice but to obtain a letter from Madurai municipality stating that they do not have a record your mother's birth. Was she born under the jurisdiction of Madurai municipality or in a nearby village?

You can also try to contact the local legislator/local city elected representative and get help. You might be required to pay additional "processing" fee.

There is a service called "Your man in India" run by TTK group (see https://www.yourmaninindia.com/) who can be of help too.

I think you have not contacted any Agent who does Municipality work or Local lawyer or have not paid Chai Pani(you can read BRIBE) to the Municipality clerk. Give the clerk "chai Pani and he can give the non-availability certificate in 1 day. it will be in local language and then get it Translated in English by Norary in India and then submit the Copy that is in Local language+ Copy of English translation with I-485.
