Can wife get H4 stamp in the US?

Hi everyone...

I'm on H1B, wife on F1. She is graduating this year. She does not have H4 visa because we got married when she was already on F1.

My question is, can she get H4 stamp in the US (St. Louis)? Or does she need to go back to home country?

She cannot get H4 in St. Louis. She can attempt in canada/mexico. You can also file for a change of status I539
 
What does she need?

Ok say she goes to Canada or home. That means I have to go with her and bring my passport with a valid H1 stamp on it, right?
