Can we expect a LUD on I-130 when I-485 is converted!

Hi,
We have our daughters I-485s pending. When we applied, I-485s are employment based.

After having I-130s approved, we have applied for converting I-485s from employment base to family based.
We guess that now officer is working on I-485s.

We have a curious question. When I-485 is converted from employment base to family based, can we expect one LUD on I-130 petition or any other indication which confirms that I-485s are converted to family based!

Yes, I-485 petitions are in the local now.

That means, local office has the authority to directly approve or the adjudicate?
Is that correct!
Petitions had LUDs in the last week and no further update. Actullay officer did say some time back that she will call us on the phone once the local office receives the petitions. Now local office has received the petitions but she did not call us until now...
