Can we apply for iEAD after 90 days of filing for EAD

Hi,
I was wondering if I am eligible to apply for iEAD after 90 days of filing for the I-485 and EAD or is it just applicable for people that already had the EAD and are filing for the renewals?
My NOtice date for EAD is Feb 10th 2003.

I would appreciate if someone can answer.

Where you able to get the i-EAD? I will be laid off if my EAD does not arrive, I applied iin December, but no news yet. I have also seen numerous rumors that i-EADs are not longer being issued, to which there are different opinions? pls help with your experience
 
To my knowledge, I think all renewals are stopped and I-EAD can still be obtained from local INS office, if 90 days ahve passed with not adjudication on the application from regional office.

Now if you have received an RFE, then I am not sure about the case, which date is taken into account to calculate the 90 days.

Guys, How long does it take to get a receipt from TSC for I-485.
Filed I-485 on 10 Feb '03, still waiting for a receipt?
