Can US Citizen file GC for relatives on H4/H1 while they are here in USA? Would that speed up their GC process? Can they apply for EAD?

You can certainly file the I-130 for them, but they still need to wait the 10+ years for a visa to become available. Their H visa will be long expired by then.

Having H1/H4 at this point will not speed up anything, and they won't be eligible for EAD based on your sponsorship for another 10+ years. However the H1/H4 gives them the benefit of being able to enter the US without being hassled about the I-130.

Make sure consular processing is selected on the I-130, since they will almost surely be outside the US 10+ years from now if they plan to pursue the GC based on the I-130 you filed.
