Can TD holder register a US company?

My wife is on TD, she wants to register a US company in NV to do some import/export between Canada & US.

I sort of heard that that is not allowed.

But are there some other alternatives to that?

It is said that F-1 student can register a company, so is that true?
 
Anyone can register a company. However she cannot perform any work for that comapny. Sher could only invest in it. Same for F1.
 
What about work without pay and the profit earned will be paid to her based on her investment?

Will this work?
 
Let's see... and angry client, neighbour, coworker, spouse only has to make one phone call.

And since this would be an export/import firm, she would be dealing daily with the very people that watch for illegals every day -- CBP.
 
Sure, go back to Canada, get an appartment, set up company there, and visit you occasionally.

Or, you get job to sponsor your Green card and she will soon get EAD which allows her to do anything.

Have her relatives to register a US company and use the company to sponsor her one L1, so she give up TD.

But L1 will give her work and allow her to stay in US. Could this work?

How does she meet the requirements of the L1, namely that she was employed for at least a year in a foreign country by the petitioning company?
