Can mother apply b2 visa again , as turist in Canada?

My mother go reject her b2 visa 3 times . and now she is visiting as turist on canada, can she apply from there b2 visa again to came to USA? as I hear is much easier to get b2 visa from canada.
 
She can apply from Canada. Whether she is successful is a different story.

I believe she has to apply from her country of residency. Since she is in Canada as a tourist, there is fat chance that she will be rejected.
 
I agree there is a very high chance of a rejection but worth a shot, seeing the OP's mother has already been rejected thrice in her home country.
