Can MBA candidate apply for H1

Hello All,
I have a question about H1 visa.
my sister who is having 3+ years of experience with a MBA in Human Resoures
is thinking of apply for H1 visa but the consultant company says that they can not process her visa they need a computer specialist's resume to process visa. Does anyone know if this is true.
and if there is any way she can apply for the work permit . she is presently in germany, not working.
and if you can suggest any consultants in US ,who can help her process her visa ,it will be really great.

If she get a job, any company can sponser H1. For consulting company , to market an HR person is very difficult.
