Can I open a consulting company?

Guys,
I have applied for GC and in the I-485 stage for over a year now. I am now on my EAD ( Second year).
I would like to know if I could open a consulting Company ( C corp or other) to recruit other H1 employees and place them in different companies.
If not, what are the eligibility criteria?

To open a consulting company you no need to be a GC or US Citizen.
Even with your H1 you can open and run the company.

But getting a h1 for a new company has to have certain pre requisite. You can browse this forum for my previous response to this issue.

Hi Hans and others..
I am on H-1 and 485 pending. Can I invest jointly with another partner in real estate (say renting out my second house).
Where do I see the guidance/regulation about this? Your opinions are appreciated.
