can I go to either consulate?

Hi

I had a H1B which expired earlier this year and I have an H1B extension with me.

I was told that I can go to either Chennai or Mumbai (or other consulate) consulate to get the stamping done.Is that correct?

My passport was issued from Mumbai.

Any feedback would be appreciated.

You need a plausible justification to go to another consulate not covering the address in the passport- like spouse comes under the other consulate, branch office you are based comes under that consulate...
