Can I get in with previous visa if rejected in mexico

I recently transferred my H1B and the current visa is getting expired on 11 July. I am planning to go to Matamoras (Mexico), which is nearest to Dallas, for visa stamping before this date. I have valid I-94.

I am in the impression that if my visa is rejected, I can always come back with my previous visa, provided they don’t cancel my previous visa which usually they don’t do.

But someone told me that before they process new visa application, they cancel the previous visa. So if the visa is denied you cannot enter US.

Please give your input.
 
Not very clear, but what rule says is that you can not reenter the US with automatic revalidation after visa denial at the consulate in Mex/Canada. If you surrender I-94, you may be able to reenter the US with valid H1 stamp. Confirm with lawyer.
