can I apply for h-1 with $30k job?

I have one question to ask, whether to accept a job offer or not?

I have a job offer for $30 k for the position "computer system technician" in the Information Technology (IT) Department in a hospitality industry(casino/resort)at lake charles, Louisiana(calcasieu county). I would like to know if this pay is sufficient for qualifying for H-1. I have a MS degree in Electrical Engineering.

If not, what is the minimum prevailing wage for this job title?
Where can I find information regarding this?:(

For prevaling wage, I think you may look up on DOL website, but not sure.

I know of one person who got H1 approved for a position where salary was 35K. I am pretty sure about it. But your problem may be that the position you are looking at may not require a bachelors degree. that I think is a requirement for H1.
