can I apply for F1 from J1 in Canada or Mexico other than my home country

Hi, I am really confused about this. Now I am J1 visa holder and have just got I20 for dental school from my university. It is very hard for me to get waiver, so my advisor told me to go out of USA to another country to apply for F1 visa. But in this forum I found many friends go back to home country to apply. So my question is : do I need to go back to home country to apply for F1, or I can go to Canada or Mexico where the visa application is easier. Thanks very much.
 
Acccordingly you would need to go to home country.. however there are a few instances where people go to Canada/ mexico and get it.. There are lawyers as well who can take you out of the country and get you a stamp and get you back in.. let me know if you need furthur info on such lawyers..

How lawyers take him out and get him back? they give him a ride? or just booking flight online with good deal? or just walk with him through the border? would you post the further info for those who may be interested.

we almost have the same issue. I am on J1 and got an offer to go to a school. I was about to leave US to apply for F1 in my home country but I consulted a lawyer and he advised me not to leave. I was waiting for my J-1 waiver. I got a waiver letter last week and I just applied for change of status in the US.But I still need to apply for a visa sticker either in Mexico or my home country if I want to travel outside USA.
