Can H4 be Rejected?

Hi All,
Is it possilbe that US consulate in chennai can stamp H4 rejected in the applicants passport?
If so can we reapply again or do we need to wait?

I got email from a friend who worked on H1 and went to get his H1 stamped along with his wife H4 (first time for spouse). Both are denied visa, H1 holder had new H1 approval notice with him and his past H1 visa was stamped from Chennai, they told that they need to verify with particular BCIS office and kept the original H1 approval notice with them. He was told that he has to wait till the time they get response from BCIS service center from US and they will send letter to him.

do you know if your friend had the approval notice originally sent (the cable from INS to State Dept notifying of the approval) to another consulate, or was it from the same consulate he went to?

--- He went to consulate with original H1 approval notice, I don’t know about the cable, He got his past H1 from Chennai and went to Chennai
 
I have my approval from a different Consulate (Toronto) (the entry is seen at the bottom right side of the Approval I-797), but am coming down to Chennai for the H1-B stamping.
Do you think there will be any issue? I have all my documents in good order.
 
H1 approval is from BCIS service centers, how do you say that you have H1 approval from Toronto? Do you mean you got previous H1 from Toronto or on h1 approval BCIS has notified Toronto consulate to stamp H1 Visa sticker?

Lot of confusion at Chennai at this time if your previous H1 was stamped from Toronto I will try to get it from Toronto, if Toronto refuses then I will go to Chennai. If you have all the documents no W-2 issues, then try Chennai it all depends on luck, many are facing problems and many have got visa stamped in Chennai, you can read the past threads and make a decision
