Can H1 be stamped in Canada

Hello all,

We are right now in U.S and my wife just got her H1-b approved but her start date is in oct so no pay checks. We have to go to canada next month and my question is that will she get her H1 stamped from canada(this is her first H1) without any pay stubs as her job has not yet started or is it risky to do the stamping now?

There is no pay stub required in this case.
But remember that stamping in other than your country has some risk.
 
No one can tell how risky, but what is clear is if it's denied, she has to catch the plane to her country from canada.
It is widely said that one who got master from the US univ has less risk.
