Can a GC holder have a part time job at night time??

Is there anything needs to be done or report to USCIS?

Yes once you have the green card you can work as many jobs as you wish.

GC would allow you to as many jobs as you wanted.

But, your employers also should allow it. Its very common employment agreement that you should obtain permission from your employer and there shouldn't be any conflict of interest. Read the agreement or policy.

yes, but you have to consider others who can not find even one job and leave something for them.
