Can dependants of H or L catagory Visa work ?

Can the dependants of H1b, or L catagory be able to work in america?
do they need work authorization ? can they get work authorization?

who is eligible for work authorization ?

An L-2 spouse is eligible to work. An L-2 dependent child or H-4 holder is not.

then whats this concept of EAD ? for worker authorization ? dont you have to fall under either H or L catagory to work like a normal employee, setting aside trainers, physicians, agro workers and all that stuff,
