Can consulate be changed after Visa denial?

Hello,

My father's visa got rejected at Delhi in feb. 2010. He has his rental property/house in chandigarh which he rents out but he stays in Kolkata with my brother.

Since his passport, ration card have the Chandigarh address,he applied from there last time.He does not have any proof of address for Kolkata, as he stays with my brother.

Where should he re-apply from the 2nd time ?

He can re-apply from the consulate that has jurisdiction over where he lives on a permanent basis. I really do not think the rejection was due to an issue between Chandigarh and Kolkata. Your father probably failed to overcome 214(b).

I read somewhere, that if you change your consulate when re-applying after a Visa denial, you will be directed back to the consulate which rejected your appliaction the 1st time and this might also arouse the VO's suspicion that the applicant is trying to evade an issue.

Is this true? I am very keen my father visit's me and want to try my best. Please advise.

Not neccessarily true. An applicant may undergo change of residence between applications. If such a move results in change of local consulate, then it is perfectly fine.

That depends on how strict the Kolkata consulate is. Just to let you know, changing consulates will probably not result in an "easier" interview.

That posting needs an answer from someone who has gone through such an exprience locally. I have visited India only once and I did not apply for a US visa during that visit :)
