Can children be included in consular processing?

My twin infants were born after I had petitioned for my wife's green card and I am wondering if my wife can include our children in her immigrant visa application when consular processing starts.

yes 2A. I am just wondering if I need to file petitions for my newborns. I petitioned for my wife about 2 years ago and I am hoping when my wife applies for her immigrant visa she will be able to include our twin babies in her application.
