Can both parents file I130 for their children ?

My friend's mother became US citizen two months ago and had filed I130 for him. This I130 petition was approved last week.
Now his father also became US citizen. Can his father also file I130 for him? Is it advisable? If yes, please provide as much details as possible.
His parents are almost sixty years old. He just wants to avoid missing a chance in the case of unfortunate events like if his mother passes away while he's waiting for his visa to become available. Please advise. Thanks.

Yes, that is possible. That makes sense in case of one of the parents dies.
