Can a US Citizen Sponsor Canadian Sibling?

Hi all,

I'm a 22 year old dual US/Canada citizen. Born in the US but immigrated to Canada with my family. I live in the US now and would like to sponsor my brother, who is 28 and a Canadian citizen. Is this possible? How long is the wait / cost for applying through a lawyer?
