Can a TD dependant attend University courses in TD?

Myself & wife are in TN1 and my daughter is under TD visa. After high school graduation in USA can she go to university or college for higher studies in TD or should I change her to F1

Yes, she can attend on a TD. After 21 she will need an F-1.

Note that she can switch to F-1 now if she wishes. This might allow her some on-campus work, which TD cannot.
Another factor to consider is that many states will accept TD'd who have resided in-state for x years as eligible for in-state tuition rates. F-1 generally are not.
