Can a pending namecheck deny your new job?

I hear a story that a person was denied a job because her background check showed that she has a pending FBI background check. Considering there are many companies these days performing background checks, can the nightmare that you can't get a job because your FBI namecheck has not cleared come true? I am terrified.

Background check is done, as I understand it, at many levels; FP check and name check are the main issues. Most regular jobs, professional licenses and others who ask for background check, need clearance of FP. The job, license …etc will not be granted unless this background check is cleared in certain time interval according to the need of the employer to fill the position or issue the license. If you are pending for name check or FP clearance with immigration, has nothing to do with your job. The job may ask for FP check, not because you are pending with immigration, but because this is a regular requirement from ANY one whatever his status. Usually you do FP in the local place on cardboard, directed to specific employer and cleared in three months or so, unless that person needs more time for clearance. This clearance is not a guarantee or good argument for you that the immigration should clear you too. The background check in immigration may be totally different because it is compared against; let us say, global backgrounds and not local ones like that of job background check. Just opinion
 
I just confirmed that a my friend's wife was denied a position at Stewart Title in Portland, OR office due to pending FBI background check.

USCIS issues EAD and then you can't work using it. This is as bad as it can get for AC21. While being H1 you can change employers because FBI is not checking you. If you are in H4 you might pretty much be stuck for life: either have no authorization to work on H4 or have EAD and pending background check as the topping.
 
I have heard of the same. I was thinking about moving to another university, but many colleagues told me to wait until my security check gets done. Please write any experiences you have or know regarding this issue.
