I want to know whether a new company can sponsor H1B ? If not what is the minimum requirement for sponsoring a H1B?

YES, if the company is not a letter pad company.(should have good financial background/proof, brick and mortor office, and viable business plan and signed cofntract/project from client. If it is a body shopping, you have to do lot of home work.
If not what is the minimum requirement for sponsoring a H1B?

Chennai Consulate 221(g) - h1b Visa was refused.

Here is the reason:
Provide a detailed and specific account of how H/L worker will be employed during the next 12 months. Be sure to specify location, client and client contact information, nature of the project and duration of the project.

Now the question is?:
This is new h1b visa. He don't have social security. How we can provide him the above information.
