Came on Tourist Visa, Married a USC

Not always. CP may be faster if the consulate is not a busy one and the local DO is.

true...but thru CP a person has to be in home country waiting for the adjustment whereas in these case, they can be togather and wait for it....however it's not a big concern... so my question is, is it advisable to go with the way where I can call the person here on tourist visa, and after 60 days get married civilly and then apply for the adjustment of status? is it risky or have more complications??

You both already have intent to apply for AOS even before entering on B-2. You can skirt around with the 30/60/90 day rules, but why do it? Why not take the approach that has no risk of intent change/fraud/misrepresentation?
At the end of the day it is a personal call you have to make.
