Brother's daughter wants to live in US but not the main beneficiary

I sponsored by brother for GC and now his turn has come with his family. Is it possible that after consulate interview when they are all approved his daughter can come alone here and settle(she is 16 years and gets greencard with her dad), my brother does not want to come here as he is old and prefers to remain in India. He was the prime beneficiary, his daughter is getting her gc as dependent.

The dependents only come based on the primary beneficiary's permanent residence. It might be simpler for the entire family to come, your brother to see America and then after 6mo to a year decide he doesn't like it and return back to India.
 
Yes, I was hoping he come to vist for 3/4 weeks. That is the maximum time really he wants to live here and then his daughter can reamin here permanently. Is this allowed? Why does he have to live here for 6 months to one year! Am I missing something here? Thanks.

He should remain here until he get his and family member's real GC in his hand. It takes about a month. I was in the same situation. Now I am living here and parents went back.
 
Does it take only one month after coming here to get real plastic card. I was thinking it takes up to 6 months or so?
