Bringing child to USA

While I was in India, I adopted my sisters daughter. Later I came here and she was there residing with my parents. During my i-485, I filed an applition for follow-to join. Later I got greencard and my daughter's appl is also approved. She visited US consulate in Mumbai and they rejected the petition.

Now I am in process of getting citizenship. Completed Interview process and waiting for Oath. My daughter now is 19 yrs old and will complete her graduation next year. On one way, I am thinking to arrange marriage next year, but on other hand, I feel bad about myself for not bringing her here. I had my daughters name in my citizenship appl.

So, I am here seeking advice of experts on this issue, what are the ways available and chance to bring her.
 
They said they can't give immigrant visa and will notify immigration services dept in USA that they aren't giving visa. Also, they took all our documention and said we will return all the documentation in mail, but so we never got them.
 
What was the reason for the refusal? The answer to this question is key. Medical, financial or criminal? I don't see any other reason in a parent-child sponsorship. It is not a marriage sponsorship where you have to prove it is genuine. If you have legally adopted your niece, make enough money to support her and there is no criminal record involved (doubt it, since she must have been a minor then), then a visa should have bene issued.
 
I believe there is a rule that requires an adopted child to reside with the adoptive parent for two years before that child can immigrate with the parent (if that parent is not a US citizen). Perhaps, the petition was rejected because the original poster didn't reside with the child and didn't have her in custody for two years.

You may be right. Adoption has a lot of local and international laws and regulations to follow and adhere to. That is why it is very important for the OP to reveal why exactly was the immigrant case for the child was refused.

She has her medical records clean.
Coming to Financial matter, I proved/showed that I can support her.
Criminal, I don't have even a pending traffic ticket issues.

The child is in our custody for 2+ yrs, which is a requirement for adoption issues. We showed that too.
 
No. In fact they took all the documentation and said they will send them back in the mail. We never got any docs back from them.

was the child in YOUR physical custody for two years or did she live with your parents while you were in the States?
