Bring the parents in US, docs I need to file??

I have a question. I have interview for naturalization on 8/25/09. Hopefully I will get my Certificate of Citizenship right after that. I have my parents in Macedonia. My mom has been 3 times denied for US tourist visa. My dad had overstayed in US illegally during the 1990’s.
Question 1: If I apply with I-130 to bring my parents in US, is it possible for US Embassy to deny them again?
Question 2: Do I file only I-130 to bring my parents in US, or I need to file I-130 along with I-485 and all the other docs?

A1: They will surely be denied if they apply for B-2 visas while there is an I-130 in the works.
A2: File I-130 and wait for its approval. I-485 does not apply in your case.
