Born in Mexico came to US when 4 years old

I'm asking this for a family member. He was 4 when he arrived in the US, born in Mexico, father was born in Texas, Grandfather lived in Texas most of his life. The" family member" has married twice, both to US citizens and has 3 daughters, has been educated and worked in the US all his life. The problem is he has no birth certificate and he can not get a passport. What does he need to do? Get a lawyer?
 
You said his father was born in the US ... so your friend might be a US citizen through his father, depending on certain conditions.

Does he know when and where he was born in Mexico? Has he tried to obtain a birth certificate from there? Does he know what documents were used for him to enter the US (what type of visa or passport), or did his family sneak him past the border?
 
He has a naturalization card I believe, an ID with a picture of him when he was 4. He does know the small town where he was born, but he does not have a birth certificate nor his parents marriage certificate. He is in his 60's. He was the only child born across the border.

So he hasn't attempted to get a new birth certificate from the city of his birth in Mexico?

Was his mother born in the US?

What is his ultimate goal as far as immigration is concerned? Does he think he is already a US citizen, and is trying to get proof of that citizenship? Or does he think he is here illegally, and is wondering how to obtain legal status?

There are too many uncertainties to be able to provide you a reliable response.
 
See an immigration lawyer and have him explain the entire story about himself and his family to them. Show the lawyer whatever ID he has.

You don't even know his whole story yourself, so we're not going to be able to help based on partial and vague information.
 
If his children and grand chidlrens are all in USA and thus there was no need to travel, I'll say either way it is not a big deal. If he were
indeed illgeal, he managed to survive all his life already anyway, Hang in there for another or two decade, I beleive many of people
here would not be that lucky to live that long even with citizenship. Once really old, go into a USCIS office and tell them "I want to be a citizen"
and see what they can do
