Born in Hong Kong, am i eligible for trying the lottery this year?

I really would want a shot at the lottery. Firstly my problem is I was born in Hong kong early 90's (central Hong Kong) however back then it was owned by the British Colony for a century (all the way back from 1842!).
Their time ran out in 1997 however and it changed Hong Kong's name to Hong Kong SAR (Special Administrative Region) when it got given back to China.

Now I know the UK and China are excluded from the lottery, however it states in the lottery that Hong Kong SAR can apply. Though I'm confused by this, does this mean I can apply? Since even if somebody was born when it changed to SAR in 1997 they would be 13 now and nowhere near eligible for the lottery since you need 12 years of high school education. Winners from Hong Kong SAR have been found in the past games by the way.

I heard that the lottery is totally based on where you were born. I was born in Hong Kong and moved to the UK at 4 years old from then until present.
It states that UK and it's dependent terroritories are not included (this would be the virgin islands etc, did not include Hong Kong in list) and China is not including though it states in stars it excludes Hong Kong SAR and Macau SAR.

I was born in Hong Kong a few years before it was made SAR in 1997. Will I be eligible to join the lottery? Please help me thanks :(
 
I hope you are...but the truth is nobody knows which country is eligible until the application period opens and the official requirements are made public. Countries may be added and countries may be deleted off the list.
If your country is still eligible then you can apply.

Yes, you can apply for the lottery if HK remains on the list of eligible countries next year (which I think it will).

The eligibility criterion depends on where you were born, not your current citizenship, and "Hong Kong SAR" does include people who were born in HK before the handover.

My friend got her GC and she graduated at the age of 14 so she never had the required yrs of education but she did have a American High School diploma (in-school)....so not all requirements are as strict as they seems to be...If some one accelerates in school and get's the diploma that counts just as some one does it in way more years and with just barely passing...:)

She entered at the age of 16 in the lottery since she didn't know she could have entered even earlier...since a HS diploma is the requirement.

Yes but technically Hong Kong SAR being made in 1997 have been included in past lotteries that people from Hong Kong SAR can apply. For example the 2008 DV lottery. If somebody was even born in 1997 when it was made SAR. Do you expect a 11 year old to apply with a high school diploma or two years full work experience to go to a interview for a green card? I don't think so...
