Birth City or State?!

Hello everyone,

I had a question regarding the city of birth question.

My passport has it as Abu Dhabi, which is the state, while the birth certificate has it as "Al Ain, Abu Dhabi", where Al Ain is a town and Abu Dhabi is the state.

Do I mention City of Birth as "Al Ain , Abu Dhabi" ??

Is there any problem in mentioning a city and then the state with a comma in between??
