I am posting this question on behalf of one of my friend who does haven't yet got enough authorities to post his questions.
His birth was never registered with local government, so he can't get a BC from govt. officials. However US embassy website says that he can get an affidavit from one of his parents and document from govt. authority confirming that the birth certificate does not exist. My friend has done both of these things and he wants to know if there is anything else he needs to have. Anybody else here had to go thru similar experience?
