Birth Certificate-485 - Please help

I have a letter (stamped by municipality in hyderbad, India) as my birth certificate issued in 1980. When I try to get the official certificate from the same office now, they are saying it is not possible because of some other reasons (They lost all old records).

 1) Can I use this as a proof BC (stamped paper) to apply for 485?
 2) Incase if I get REF, Does INS accept if I submit non-availability of BC and affidavits?

INS is familiar with indian BCs

which are all like this. Add a copy of a valid document just in case. Provide translation if not in english.
 
My 2 cents

In all likelihood they should accept it. But just to be safe I would get a letter stating as much, i.e. the old records have been lost. Next, I would get my parents to state on stamp paper that I am their son and was born on so and so date etc. I would also get this stamp paper notarized.

In fact that is what I did as my records were not available too.

Thanks for your help. Should I include anything (Registered or not Registered) about the birth registration in the affidavits?
