Best and Quickest way to sponsor sister

I am currently a US citizen and have filed for GC for both my parents who live with me in Phoenix. I wanted to find out the fastest way that I can apply for my sister who is currently here on a Visitor's visa.
From my limited understanding, it will take a minimum of 10-15 years to process GC for her if I file for her as a sibling. Can she stay and work in the country while her GC is pending? I know for parents, they can stay in the country, but I don't think this is the same for siblings.
Any help would be appreciated.
 
parents come under immediate relatives so you dont need to worry about visa number being available for them, thus allowing the loophole of I-130 and I-1485 being filled together..

Sister will be in a seperate category and the wait time is quiet high...

Get parents GC wait until they become USC and sponser your sister. It may take 5 - 6 six years. Mean time try to get H1 if she qualifies to stay in US for another 6 years. Otherwise search for a USC groom if she is ready.
