If you look at the tracker, you will see that there are plenty of approvals from the Chicago region

I came across couple of applicants with PD as late as Jan 2004( even latter) got their LC approved with the help of senators in Colorado without any valid or complusive reasons to expedite. This is before the applications were moved to BEC. We are unfortunate ones not to know that shotcuts.
