Question about NYSWA

Hello Friends,
I was checking tracker and I found out very intresting scenerio in NY SWA. user noor has recieved 45 days letter in NY. though many people who has applied before have not gotten any response from philly backlog center. so I was wondering ,what criteria they are using for sending the 45 days letter. anyone has any thoughts ?

I can honestly say I have sorted, analyzed the data every way imaginable (at least to me) and the answer to that is I have no idea.

ICARUS says that they are sent out after data entry but if you sort by ETA # (ie entry date) this does not seem to be the case.

Definitely not by PD. Definitely not by RD.

There are groupings however, ie letters for one Region came out during a period of time - within the period though in no order.

My theories:

Boxes are not ordered, hence PDs all over the place.
I do think that letters that are sent out just requesting a response are probably sent out quickly compared to those letters that are sent with the original forms.

45-day letters in addition to asking if you want to continue are also preemptive RFEs. The 45-day letter can ask you to correct something on the ETA 750 forms, in that case they will mail the ETA750 forms along with the 45-day letter. I have to believe that this takes more time than a letter that is just printed and stuffed into the envelope.
