BCIS - requiring addl $1000 for extension!!!

My employer just received a letter from my lawyer who was informed by BCIS that although I am applying for H1 B extension with same employer, my company will now have to pay $1000 training fee usually required only for "new" H1Bs and not extensions. The notice also threatens denial of extension petition in case payment is not received.

Isn't this pure extortion? has anyone else faced similar thing? My employer is going to pay just so that my GC is not jeopardized and my lawyer is going to send the pmt. under protest and going to dispute the asssessment - but I am furious!!!! Thank god my lawyer is excellent and I can trust him to do the right thing...
 
1.You employer got H1 for you and paid $1000
2. Now he files for first time extension he has to pay $ 1000
3.If he files second time extension he has not to pay $ 1000

FYI It is your first EXTENSION with same employer NOT second Extension he has to pay $1000 to BCIS

Your company has bad lawyer who just knows to fill up the forms and seems not to be updated on such issues like the basics of H1 extensions,

Just out of curiosity - when did they file your H1B extension? Did you get your receipt? When did you get the letter from BCIS?
